Judicial Council Proposes New Guidelines for Sealing Records

SAN FRANCISCO - Prodded by a state Supreme Court ruling that opened court proceedings involving actor-director Clint Eastwood and a former lover, the administrative arm of the courts is proposing new rules specifying that court records at the trial and appellate levels may not be sealed unless they meet strict tests of necessity.
