Bill restricting courts' ability to contract out services advances

The legislation would mandate that courts wanting to use service contracts to handle court work show that the contract will save money. But those savings can't come from lower pay for contract workers.

SACRAMENTO - A Senate committee Tuesday backed an effort by unions to restrict courts' ability to contract out services otherwise provided by court employees.
