SACRAMENTO - As of last week, the upcoming state budget bill was expected to include language pressuring judges to give more criminals shorter jail time and supervised release.


Lawmakers and Gov. Jerry Brown hope that'll increase so-called "split sentencing" of prisoners. But the change, if ultimately signed into law, may have little effect on counties without the resources to keep tabs on...
