SACRAMENTO - New courthouses in California feature better security systems than their decades-old predecessors, but law enforcement in some counties struggles to provide the extra manpower they require. One county, Calaveras, has even filed a lawsuit against its Superior Court and the state judicial branch for more money for deputies.
