California's constitutional provision enabling voters to enact laws directly through the initiative process has had its advocates and detractors since it was enacted in 1911. At its best, it can allow the populace to speak where the legislative and judicial systems have failed. At its worst, the initiative process can lead to the creation of disastrously ill-considered laws.
