Overhaul of State Prison System is Passed in Senate

The California Senate passed by a slim majority of 21 to 19 on Thursday a plan to reduce the state's prison population by roughly 27,300 to save an estimated $1.2 billion. Senators also approved the creation of a controversial sentencing commission with the power to create law.

SACRAMENTO - The California Senate passed by a slim majority of 21 to 19 on Thursday a controversial plan that not only would reduce the prison population but also form a sentencing commission with the power to create law.
