Police in California have been writing a lot fewer traffic tickets in recent years. That may be good news for drivers, but it's also an important reason why the state's court system is short on money.
Law enforcement wrote more than 6.3 million traffic citations during the 2009-10 state fiscal year, according to figures from the Judicial Council.
