WASHINGTON - Failure to pay bar dues is not an uncommon slip-up, especially among nonpracticing attorneys. But word that Harriet E. Miers failed to pay her dues on two occasions - in Texas and the District of Columbia - raised more questions about the U.S. Supreme Court nominee.
