Right to Counsel Extended to Mentally Ill for Release Hearing
SAN FRANCISCO - A federal appeals court provided help Tuesday to a mental patient who dangled for eight years in a Missouri federal mental lockup without an annual hearing on his eligibility for release and no way for him to challenge the facility's failure to provide the hearings.
