SANTA ANA - It's 8:30 a.m., and the scene at the Orange County courthouse in Santa Ana is a bit chaotic as jurors scurry for assignment to an early-morning calendar; attorneys rush to grab a case file or make it to court on time; county residents hurry to file documents before going to work; and court and county employees struggle to nudge their way through the crowd to avoid being late.
