LOS ANGELES - After earthquake damage and years of budget cuts had forced Los Angeles County Sheriff's Department to close thousands of jail beds throughout the county in 2004, more than 300 inmates were being forced to sleep a week or more on foam mattresses until beds opened, in violation of a 25-year-old court order requiring jails to provide beds within 24 hours.
