It is unfortunate that in this day of teacher shortages and an increasing immigrant student population, the 9th U.S. Circuit Court of Appeals has seen fit in California Teachers Assn. v. State Board of Education to ratify the most hostile law to educators passed in recent memory. I refer to the section of Proposition 227 that holds teachers, administrators and school board members personally liable for not enforcing the vague dictates of the anti-bilingual education law passed in 1998.
