Experts Consider Nation's Path With World Response in Mind

As the search for those who conspired to hijack four airplanes and assault American institutions along the East Coast intensified Wednesday, Congress passed a resolution declaring the country was "entitled to respond under international law." President Bush, meanwhile called the attacks "acts of war" and sought $20 billion for rescue and national security needs. He did not, however, seek a declaration of war.
