Nonpartisan report says existing pensions off limits

SACRAMENTO - A report by the nonpartisan Legislative Analyst's Office hailed Gov. Jerry Brown's pension reform proposal as a "bold" starting point but cautioned against tinkering with current workers' benefits to avoid a "legal and collective bargaining minefield."
