State Death-Penalty Appeals Reform Stalls
The Judicial Council unanimously endorsed the California Supreme Court's proposal to reform the death-penalty appeal process Friday but agreed at the request of Chief Justice Ronald M. George to delay seeking a constitutional amendment for at least a year, until there is enough money to put it into action.
