State Bar hasn't conducted criminal background checks on all applicants
The bar is required by state law to collect fingerprints from applicants for admission so that criminal record checks can be performed, but the agency has checks conducted on only a percentage of out-of-state applicants.

For nearly 25 years, the State Bar has had criminal background checks conducted on only a small percentage of out-of-state applicants to the bar.
For example, just 26 percent of the 1,753 fingerprint cards the bar received from out-of-state applicants in 2015 were sent to law enforcement for criminal history reviews, according to the agency.
