Does HIRE Mean It's Time to Hire?

The HIRE Act is an incentive to businesses to hire chronically unemployed workers. It remains to be seen whether it is enough of an incentive, writes James M. Nelson of Greenberg Traurig in Sacramento.

The Hiring Incentives to Restore Employment Act (HIRE) was signed into law as Public Law 111-117 on March 18, and is now effective although there are some phase-in adjustments. It is new to many businesses largely because at the time of passage the focus was on health care. HIRE was an effort to address the jobless issue. But first, let's honestly assess the unemployment picture as we enter the second quarter of 2010.
