LOS ANGELES - Even before it became law in 1988, theft of 'honest services' had been a favorite charge leveled by prosecutors against a litany of alleged fraudsters, from attorneys to executives to state officials.

An outgrowth of the mail fraud statute, it metastasized for years as prosecutors pushed its boundaries to encompass vague but dishonest dealings.
