Death penalty system presents legal challenges

For the first time in memory, an anti-capital punishment bill may have a chance of passing. It's bolstered by new revelations about the system's cost, changing public opinion and the growing possibility of legal challenges to the system.

As a bill to authorize a ballot measure banning the death penalty nears a committee vote, observers are debating the merits of a capital punishment system that's executed 13 people since 1978 - at a cost of $4 billion.
