Ruling Reversed on Headscarf Removal

SAN FRANCISCO - A holding facility at a Santa Ana courthouse where a Muslim woman was forced to remove her headscarf is an institution covered by the Religious Land Use and Institutionalized Persons Act, a unanimous en banc panel of the 9th U.S. Circuit Court of Appeals held Tuesday.
