L.A. County Ruled Responsible for Runoff

Rainwater runoff that gathers pollutants as it flows through Los Angeles' storm drains to the ocean is county flood-control officials' responsibility, a 9th U.S. Circuit Court of Appeals panel held on Thursday.

Rainwater runoff that gathers pollutants as it flows through Los Angeles' storm drains to the ocean is county flood control officials' responsibility, a 9th U.S. Circuit Court of Appeals panel held on Thursday.


The runoff's pollution levels are high enough to violate the U.S. Clean Water Act, the panel ruled.
