Report Finds State's Business Climate Chilly

California, with its added layers of workplace regulation, is among the nation's worst for job growth, according to a study released this week by the U.S. Chamber of Commerce.

California, known as one of the toughest states for employers because of layers of state regulation, is among the nation's worst for job growth, according to a study released this week by the U.S. Chamber of Commerce.
