The advent of local minimum wage ordinances in Oakland, San Diego and Los Angeles represents one of the biggest union successes of 2014, broadening recent efforts to improve working conditions outside of the traditional labor organizing model.


But the approach, which relies on pushing for legislative changes rather than winning union elections, doesn't bring in new union members.
