Bush's Faith-Based Program Lacks Key Element: Safeguards

President George W. Bush declared the theme of his second week in office to be "faith-based organizations," and his administration is poised to present ambitious proposals to expand government funding to religious organizations. Unfortunately, the proposals are missing a key element - safeguards to ensure that the money is benefiting the people who need it and not the religious missions of the churches, synagogues, temples and mosques that may contract with the government.
