A Thousand Points of Darkness Reveal Competency-Challenged Bureaucracies

LOS ANGELES - Sometimes the criminal justice system in Los Angeles seems to consist of a thousand points of darkness. Daily Journal reporter Cheryl Romo shed some light on one of those dark corners last week when she disclosed that the U.S. Department of Justice has begun a civil rights investigation into the operation of the county's juvenile halls.
