Who Is Responsible When Teens Drink?

SIMI VALLEY - The night filled with beer and shots of tequila at an Oxnard bar ended in tragedy for two teen-agers. After Patricia Castro, 18, and Sofia Elizarraras, 15, left Leonardo's early April 7, 2000, Castro lost control of their vehicle and flipped over on Highway 101, killing both of them. According to an autopsy, Castro's blood-alcohol level was 0.21, almost three times the legal driving limit.
