Column by Garry Abrams - In Los Angeles, the politics of law enforcement is almost always entertaining, educational and, not infrequently, scary. But even in the land of the Rampart scandal, the Rodney King beating and a zillion unsolved drive-bys, this Halloween month has been marked by particularly arresting displays of naked ambition, sulfurous anger, adroit backstabbing and unabashed back-scratching.
