Forum Column - By Francis O. Spalding - On Sept. 26, Gov. Gray Davis signed into law SB475, which gives the California Judicial Council a drafting assignment: "The Judicial Council shall adopt ethical standards for all neutral arbitrators effective July 1, 2002." Beginning on that date, it provides, "[A] person serving as a neutral arbitrator pursuant to an arbitration agreement shall comply" with the ethics standards thus promulgated by the Judicial Council.
