Twice Victimized?

SAN JOSE - Santa Clara County prosecutor Rolanda Pierre-Dixon remembers what it used to be like: A woman would call police to complain she had been beaten by her husband or her boyfriend. Then, as the trial approached, she would have second thoughts and ask prosecutors to drop the charges.
