Council OKs Hiring Patricia Glaser

The Los Angeles City Council voted Wednesday to put litigator Patricia Glaser on a $150,000 retainer to thwart efforts by outside parties to intervene in attempts to implement a recently approved consent decree governing police reform between the city and the federal government.
