'Bipartisanship' Becomes Signal As Republicans Retain Congress

WASHINGTON - George W. Bush campaigned as someone who vowed to end the gridlock and partisan bickering in Washington. If he winds up winning the White House, he's going to have to work very hard to do that despite the fact that it would be the first time since the Eisenhower era that Republicans have controlled the White House and both chambers of Congress.
