Initiative Provides Medical, Spiritual Approach to Drugs

The nation's "War on Drugs" has been a monumental failure. Since the Nixon administration successfully implemented a treatment-based approach to the drug problem in the early 1970s (derailed by Watergate), successive administrations have pursued a dual strategy of education regarding drug abuse and harsh punitive measures, including incarceration in prisons and jails, as a primary means of combating the drug problem.
