Health insurance provider Anthem Blue Cross will refund about $8.3 million to California policyholders to resolve two class actions and has agreed to no longer make mid-year changes to California customers' annual deductibles, co-pays, or out-of-pocket costs under current law, according to a settlement made public Tuesday.
