Health Record Plan Not Seen As Litigation Stimulus in State

Among the myriad programs in the behemoth stimulus bill under consideration in the Senate is a $20 billion plan to erect a nationally linked health record data base, complete with privacy and security measures that create new legal enforcement authorities and expands civil and criminal liabilities to protect that information.
