Lure of Revenue Corrupts Cities' Parking Management, Critics Say

SACRAMENTO - Christopher Bray woke up one morning to find a $45 parking ticket stuffed under the windshield wiper of his 2001 Toyota Corolla. The story would not be unusual except that Bray, a stickler for details, noticed the officer had marked on the citation that his vehicle idenfitication number was not visible, when clearly it was.
