Big Brother Eyes Spot, Fluffy for ID

Big Brother might not be watching your every move yet, but he apparently has designs on your pets. A proposal the Los Angeles County Board of Supervisors is scheduled to consider Tuesday would require that all dogs and cats in county animal shelters be implanted with microchips that contain pet licensing information.
