Ruling against LA billboard ban shows need for ordinance rewrite: experts

LOS ANGELES - For more than a decade, outdoor advertising companies have tried to convince the 9th U.S. Circuit Court of Appeals to deem unconstitutional a Los Angeles city ordinance banning billboards.
