Court: CHP Can Be Liable for Gruesome Pics

Plaintiffs want to hold the highway patrol and two dispatchers liable for gruesome auto-accident photos of a teenager's decapitated corpse that turned up on the Internet.

SANTA ANA - The California Highway Patrol and two of its dispatchers can be held liable for allowing - "for pure shock value" - gruesome auto-accident photographs of a teenager's decapitated corpse to escape to the Internet, an appellate court ruled.
