Cities lay blame for chemical cleanup cost

Worried about the high cost of state orders to cut PCB contamination in water, the cities are suing Monsanto, the sole maker of PCB's, alleging it has created a public nuisance and needs to pay for the cleanup.

Monsanto Corp. stopped manufacturing polychlorinated biphenyls, or PCBs, more than
30 years ago, but the toxic chemical compounds are doggedly persistent in the environment,
