Suing city over ‘sanctuary’ policy fraught with legal issues

The July 1 killing of a young woman allegedly by an illegal immigrant has sparked calls for legal action against the city of San Francisco over its policy of refusing to detain people sought by the U.S. immigration service. But previous lawsuits that attempted to hold municipalities responsible for crimes committed by illegal immigrants they refused to detail haven’t succeeded, lawyers say.
