Steady Drizzle

Justice Sandra Day O'Connor, dissenting in Apprendi v. New Jersey, 530 U.S. 466 (2000), predicted that there would be "a flood of petitions by convicted defendants seeking to invalidate their sentences in whole or in part on the authority of the Court's decision." In California, the flood has been more like a steady drizzle, far from overwhelming but still enough to get everyone wet.
