Bill Threatens Return to Dark Ages of Civil Procedure

SB476 would return California to the dark ages of civil procedure, when form ruled over substance and frivolous lawsuits lingered until trial. That was not so long ago; the watershed occurred in 1993, when California amended its summary judgment procedure to more closely conform to federal practice.
