Two Cases Will Test the Limits on Locking Up Juvenile Offenders

In the last two decades, the country has seen a wave of much tougher punishments for young people who commit serious crimes. Currently, in the U.S., more than 2,000 inmates who committed their crimes before age 18 are imprisoned for life without parole. A study conducted in late 2007 found that 73 people were serving that sentence for crimes they had committed when only 13 or 14.
