Critics say judiciary open meeting rules not open enough

Despite two drafts emphasizing new opportunities for pulic participation in judicial council committee meetings, openness advocates say the branch has created many opportunities for sessions to stay shut.

With time ticking on a promise by the judicial branch to adopt new open meeting rules by spring, some judges contend that advisory committee members need numerous exceptions so they don't risk making controversial comments in public.
