After skepticism, judges say judicial branch reform moving forward

The judicial branch's administrative office, long a target of criticism, is making progress with internal reforms after a critical report, despite many observers' initial skepticism it would make progress.

SACRAMENTO - Eighteen months after the California judiciary said it would overhaul its administrative office to address criticism that it was unaccountable and inefficient, observers are voicing cautious optimism that genuine reform is underway.
