California's stolen artworks law passes 9th Circuit muster

A state statute that extends deadlines for seeking return of stolen artworks isn't preempted by the federal government's exclusive authority over foreign affairs, a 9th Circuit panel ruled on Monday.

A California statute that extends deadlines for seeking return of stolen artworks does not intrude on the federal government's exclusive right to conduct foreign affairs, a 9th U.S. Circuit Court of Appeals panel held Monday.
