State appellate divisions too stale, critics charge

Justices in two state appellate courts remain with the same colleagues in small divisions for years. Many like the arrangement, but reformers want to shake things up.

Justice Joan Dempsey Klein has worked side-by-side with the same three justices for 20 years. They meet every week in person to discuss cases. On especially important ones, they talk at oddball hours and over the weekend. During those years, they have handled thousands of appeals and writs. They are, Klein said, a great team.
