Gray Davis, I was accustomed to hearing all sorts of theories on the subject of judicial appointments. One commonly accepted theory was that a judge was simply a former lawyer who had the good fortune to know the governor. Others would say that judgeships were handed out to reward campaign workers, party activists or large donors.
