LOS ANGELES - Justices of the state's highest court expressed doubts Wednesday over whether a San Jose law requiring developers to set aside 15 percent of new housing units for low- and mid-income buyers or pay a fee amounted to the city illegally seizing a portion of the owner's property interest, as the California Building Industry Association has argued.
