Judge knocks out railroad legal challenge to oil spill planning requirement

Calling the legal claims premature, U.S. District Judge Troy Nunley dismissed a railroad industry lawsuit over a new state law aimed at protecting inland waterways and improving oil spill response as more trains carry oil into California.
